How to change the data refresh in the emission dashboard to be realtime?

That is not possible. The dashboard relies on a number of sub-processes that need to happen for the data in the PBI report to refresh, and thus it is updated with a small delay.
It's a bit of an inconvenience when you are very actively working with / exploring the product, but should not be an issue for normal use as sustainability data doesn't come in that frequently, generally speaking.
The refresh will happen automatically every couple hours, provided there is new data that needs to be reflected in the dashboard.
